§ 86-8. Public hearing on estimate of assessment.

  • (a)

    When the report is returned and filed, the board of commissioners shall set a time and place for the holding of a public hearing of any complaint or objections that may be made concerning the appraisement, apportionment and assessment by any person interested. Notice of the hearing shall be published by the county clerk one time ten days prior to the date of the hearing in the county paper where the sheriff's advertisements are published. The notice shall provide for an inspection of the return by any property owner or other party interested in the return.

    (b)

    The board of commissioners at the session shall have power, and it shall be its duty, to review and correct the appraisement, apportionment and assessment; to hear objections to the same; and to confirm the same, either as made by the finance director and project engineer or as corrected and amended by the board of commissioners.

    (c)

    The board of commissioners shall by ordinances fix the amount the county shall contribute toward the improvement and fix the assessments against the parcels of land in accordance with the approved appraisement cost estimate and apportionment, as so confirmed against the several parcels of land liable therefor.
